Business Improvement Area (B.I.A.)


The Downtown Business Association was formed by the business people in downtown Corner Brook to develop a Business Improvement Area (BIA) in the downtown. On July 7, 1988 Newfoundland became the ninth province to enact legislation enabling the creation of Business Improvement Areas.

What is the purpose of a BIA?

Under the BIA concept, business people in the prescribed area levy themselves and use the funds to improve and promote the business area. This is done through a Board of Management which is elected from the general membership. The actual administration and disbursement of funds is the responsibility of Board of Directors, which is made up of business and professional people within the BIA, and one member of City Council.

What is the designated BIA area?

The boundaries for the Business Improvement Area in Corner Brook are from Colemans on Caribou Road to the overpass on Main Street and from the Glynmill Inn to the entrance to Broadway from the Lewin Parkway. What does the BIA do?

  1. Promote the area as unique business and shopping areas. With a stable budget, the BIA can run special events and sales promotions, and more importantly it can create economic development strategies for the long term that will lead to a positive commercial environment.

  2. Work with the City of Corner Brook for the improvement, beautification and maintenance of the Downtown Area. We also work with the City Council on issues such as parking, snow-clearing, maintenance and clean-up.

What are the benefits of BIA?

There are significant benefits to the designation of a BIA;

  1. A stable budget which allows for long-term planning, programming and economic development strategies.

  2. The ability to continue and expand promotions, special events and other activities which bring people to the downtown.

  3. The opportunity to promote Downtown Business Area to specialized tourist groups such as skiers, cruise ships and bus tours.

  4. The opportunity to be heard on issues involving the downtown, such as parking, snow clearing, noise control, maintenance and physical requirements.

  5. Implementation of Design Guideline for new and existing structures. All new structures and renovation of existing buildings will be subject to such guidelines for the purpose of creating and continuing continuity between buildings in the area.

The above benefits can translate into increased trade and tourism in the downtown, leading to increased sales and profits for business. In addition, a well maintained area will undoubtedly enhance the value of real estate in the area.
