Residential Property Tax Bills

Municipal taxes are due upon receipt. In 2017 any current balance remaining after February 28, 2017 will be charged interest at a rate of 10.5% per year. Interest is applied monthly to all overdue balances retroactive to the billing date.

For 2017, taxpayers can receive a 1% discount applied to the current year’s tax balance if those taxes are paid by February 28, 2017.

Residential Property Tax Rates

The 2017 tax rates for residents of the City of Corner Brook are as follows:

Property tax is based on the property’s assessed value, which is determined by the Municipal Assessment Agency. A mill rate is the amount charged per $1,000 of the assessed property value.

For a fully serviced property (water and sewer), the property tax mill rate is 7.5 mills, plus $555 residential for water and sewer. The amount charged for the water and sewer includes a $100 sewer levy.

For a partially serviced property (water only), the property tax mill rate is 4.5 mills, plus a $465 charge for water.

For an un-serviced property (no water or sewer), the property tax mill rate is 5.0 mills.

For a metered property, the property tax mill rate is 6.0 mills, plus the meter rates.

For a residential trailer, the property tax mill rate is 5.75 mills.

Example of a property tax calculation:

Assume: Property’s assessed value is $100,000 and is fully serviced.
Mill rate is 7.5.
The property tax calculation is:

$100,000 x 7.5= $750
1,000

In addition to $750, there is a $555 charge for water and sewer.

The total amount of taxes charged for this property would be:
$750 (property tax)
+ $555 (water and sewer charge)
$1,305

Note: the minimum amount of taxes payable on any property is $275.

Seniors’ Deferral and Discount

Qualifying residents 65 years or older in the current calendar year can receive deferrals and discounts on their tax account.

Deferrals

To qualify for a deferral, a senior’s taxable income must be less than $12,500 for a single pensioner or $14,000 for married pensioners. The total household income must be less than $24,000. All requests must be supported by a copy of the Notice of Assessment which can be obtained by calling Canada Revenue Agency at 1-800-959-8281. They must either be living in their property or the property must be vacant. The property cannot be rented to others or occupied by family members. The resident must pay $555 per unit for water and sewer. Any property tax that is deferred will remain a lien on the property.

Prescription drugs to the value of $700 for a single person, and $1,400 for a couple, will be considered for the purpose of computing income. Receipts must be provided.

Discounts

To qualify for a 15% discount the taxpayer must be receiving the Guaranteed Income Supplement under the Old Age Security Act. They must either be living in their property or the property must be vacant; the property cannot be rented to others or occupied by family members.

Senior citizens in receipt of the GIS are eligible for an interest free payment plan if all of the 2017 taxes are paid by June 30, 2017. To be eligible for the interest free payment plan, 20% of the outstanding taxes for 2017 are to be paid in February, March, April, May and June via post-dated cheques or pre-authorized payment. Discounts will not be applied to interest or arrears.

Widows’/Widowers’ Deferral

To qualify for widows’/widower’s deferral the taxpayer’s taxable income must be less than $12,500 plus $1,350 for each dependent up to a maximum of three dependents with total income not to exceed $24,000. The basic charge of $555 must be paid and any property tax that is deferred will remain a lien on the property. They must either be living in their property or the property must be vacant. The property cannot be rented to others or occupied by family members. All requests must be supported by a copy of the Notice of Assessment which can be obtained by calling Canada Revenue Agency at 1-800-959-8281.

Disabled Pensioner

To qualify for a disabled pensioner deferral the taxpayer’s taxable income must be less than $12,500 plus $1,000 for spouse with total income not to exceed $24,000. The basic charge of $555 must be paid and any property tax that is deferred will remain a lien on the property. They must either be living in their property or the property must be vacant. The property cannot be rented to others or occupied by family members. All requests must be supported by a copy of the Notice of Assessment which can be obtained by calling Canada Revenue Agency at 1-800-959-8281.

Payment Options

In Person

Taxes can be paid at City Hall Monday through Friday, from 8:00 a.m. until 5:00 p.m. The following are accepted methods of payment:

  • Cash/debit
  • Cheque
  • Pre-authorized payments
  • A taxpayer can set up the 1st and/or the 15th of the month with the City by filling out a pre-authorized form and providing a void cheque. Any changes or cancellations must be made by filing out the PAD Change Notice form

Online

This is a transfer from the taxpayer’s financial institution directly to the City of Corner Brook, not a payment online through the City of Corner Brook website.
To make payments using an online banking transfer you must:

Property Tax

  • Log into your online banking account.
  • Add the “City of Corner Brook” as a payee.
  • Add your 12 digit roll number.
    • Your account number is the 12 digit roll number which can be found in the top, right corner of your tax bill.
  • Once you have added the City as a payee on your bank account, follow your bank’s online payment process to make your payment.

Poll Tax and Miscellaneous Receivables:

  • Log into your online banking account.
  • Add the “City of Corner Brook” as a payee.
  • Add your Customer ID (Your Customer ID is located on your poll tax bill. It contains 4 letters and 4 numbers ie; ABCD1234)

Telephone Banking

Telephone banking or telebanking can be done by speaking to the bank’s representative by telephone or using the bank’s automated telephone service.

Tax Sales – Property

If a property owner’s tax balance becomes severely in arrears, the City has the authority to sell the property to collect the outstanding balance. The City of Corner Brook Act states that for overdue property tax account balances, the City shall issue a Notice of Arrears. This notice describes the property, lists the amount of taxes owing, the years for which the taxes are owing, and the name of the registered property owner. The notice informs the property owner that, unless the outstanding taxes are paid in 60 days, the property will be sold by the City to collect the outstanding taxes.

If the taxes are not paid within the designated timeline the City will publish a notice of sale at least 30 days before the auction date. Once the property is sold, the funds will first be applied to the balance owed to the City. Any funds remaining will be returned to the registered owner.

Property Tax Certificate

A property tax certificate is issued to certify the status of the property’s account balance. To obtain a tax certificate, a request must be made to the Treasury Department at City Hall. There is a $100 fee for this certificate. For more information please contact the City Collector at 709-637-1568.
