Municipal Plan & Development Regulations Amendment No. 25-03
Application
The City of Corner Brook is in receipt of a development proposal at 347 O’Connell Drive (the ‘Subject Property’) to establish an “apartment attached to shops and other businesses” as a secondary use to the existing office building.
Description
The purpose of this text amendment is to allow for an apartment to be permitted as a secondary and subsidiary use to non-industrial uses permitted in the Light Industrial zone. The Subject Property is in the Light Industrial (LI) zone. Residential uses are not permitted in the LI zone therefore a text amendment is required to accommodate the use. The secondary apartment dwelling is intended to be integrated into an existing or proposed structure in such a way that it is entirely contained within the main building and does not appear to be a separate use at the discretion of Council. This amendment facilitates an apartment attached to shops and other businesses to be considered in the LI zone through Council’s discretion.
PUBLIC HEARING CANCELLATION
Please take notice that the Corner Brook City Council has cancelled the public hearing for proposed Municipal Plan Amendment No.25-03 and Development Regulations Amendment No. 25-03. The public hearing was scheduled for 7:00 p.m., March 25th, 2026 in the Hutchings Room at City Hall. Where no objections were received—or no member of the public indicated they would like to attend the public hearing and make representation—by 7:00 p.m. on March 23rd, 2026 staff (as directed by Council) cancelled the public hearing in accordance with subsection 21(1) of the Urban and Rural Planning Act, 2000.
City Council will now be considering the proposed amendments for final approval at the next regular council meeting in 2026. If approved, the amendments must be submitted to the provincial government for ministerial approval and registration prior to legal enactment. In accordance with subsection 24(2), the amendments will not be in legal force and effect until notice of registration is given via the NL Gazette and Newfoundland Wire.
Although the City is no longer accepting and considering objections for this amendment application, you may contact the Planning Office at 637-1578 during regular business hours (Monday to Friday) to receive additional information on the application and amendment process to date.

Application
The Planning and Development Department received a series of requests to change the land use zoning as part of the ongoing Development Regulations update process.
Description
Given the anticipated approval and registration timelines associated with the new Development Regulations, the requests are being accommodated through amendments to the Land Use Zoning Map of the Development Regulations.
