Municipal Plan & Development Regulations Amendment No. 24-04

Application

The Planning and Development Department received a development proposal for 11 O’Connell Drive (the ‘Subject Property’) to expand the parking lot associated with the place of worship use.

Description

The Subject Property is currently split zoned ‘Residential Low Density’ (RLD) and ‘Community Services’ (CS). The “place of worship” use is not set out in the RLD use zone tables, which prohibits the proposed parking lot extending into the RLD zone. The purpose of this rezoning is to allow for the expansion of parking lot, upon approval, all engineering requirements will need to be met before construction permits will be granted.

PUBLIC HEARING NOTICE

Please take notice that Corner Brook City Council adopted proposed Amendments No. 24-04 to the City’s Integrated Municipal Sustainability Plan 2012 (i.e. the Municipal Plan) and 2012 Development Regulations respectively at a committee of the whole meeting of Council held on June 23, 2025.

A public hearing to hear objections and representations on the proposal is scheduled for 7:00 p.m., July 29th, 2025 in the Hutchings Room at City Hall (5 Park Street, Corner Brook). If you have objections to the proposal, please submit them in writing to the City Clerk at The City of Corner Brook, P.O. Box 1080, Corner Brook, NL A2H 6E1.

In accordance with subsection 21(1) of the Urban and Rural Planning Act, 2000, the public hearing may be cancelled if no objections are received, or no person expresses intent to attend the public hearing, 48 hours prior to the date/time of the scheduled public hearing (7:00p.m., July 27th, 2025).

Development Regulations Amendment No. 25-01

Application

The Planning and Development Department received a development proposal at 26 Commercial Street (the ‘Subject Property’) to create a small-scale metal siding and roofing business. The Subject Property is currently zoned ‘Downtown Smithville’ (DTS).

Description

The proposed use is not reasonably defined and therefore is not permitted by the Development Regulations. The purpose of this text amendment is to introduce the ‘limited manufacturing use’ definition and to include the use in the discretionary use class of the Downtown Smithville zone, adding a condition of use to limit the use to a maximum of 250 square metres. The text amendments will allow the proposed development and those that fit within the definition of limited manufacturing use to be considered in the Downtown Smithville zone at Council’s discretion.

Municipal Plan & Development Regulations Amendment No. 25-02

Application

The Planning and Development Department received a series of requests to change the land use zoning as part of the ongoing Development Regulations update process.

Description

Given the anticipated approval and registration timelines associated with the new Development Regulations, the requests are being accommodated through amendments to the Land Use Zoning Map of the Development Regulations.
