Pursuant to the powers vested it under section 154, 168, 169, 174 and 187 of the City of Corner Brook Act R.S.N.L 1990, c. C-15, as amended, and all other powers enabling, the Corner Brook City Council, at a Regular Council Meeting on June 22, 2026 issued a notice of motion to rescind the existing Water and Sewerage Regulations and replace it with the Water and Sewerage Regulations, 2026 at the next public Council meeting.
Changes are being proposed in an effort to make the construction of new homes and businesses in the City more efficient and accessible. Key changes include:
- Quarterly Repayment of Costs: To reduce the financial burden of upfront payments for servicing-related costs, developments with servicing costs under $30,000 may apply to have these costs divided into four equal, interest-free quarterly payments.
- Restructuring of Estimates: To expedite invoicing and reduce cost uncertainty for developers, residential developments with fewer than six units will receive an upfront invoice for roadway reinstatement work. Previously, an estimate was provided initially, with actual costs determined and billed several months later. This change will improve cost predictability and support more timely invoicing. Water and sewer-related costs will continue to follow the estimate-then-actual-cost approach; however, this process is typically completed more quickly, minimizing delays and uncertainty for developers.
- Removal of Section 8: This section was removed as under the City of Corner Brook Act, City Council has the authority to alter fees and taxes. As such, this section was redundant.
